EU Reforms Its Customs Code: Single Declarations Replaced by Continuous Data Transmission

On March 26, 2026, the EU Council and the European Parliament reached a political agreement on a comprehensive reform of the Union Customs Code (UCC). The core change replaces the traditional model of individual customs declarations with a continuous structured data transmission scheme. On 26 March 2026, the EU Council and the European Parliament reached a political agreement on a comprehensive reform of the Union Customs Code (UCC), setting the course for a fundamental transformation of the EU's customs framework—from a declaration-based system to a data-driven, risk-oriented and highly digitalised model. The reform will repeal Regulation EU No 952/2013 and replace it with a new Regulation establishing a new Union Customs Code.

This represents the most significant reform since the creation of the Customs Union in 1968.
