Hainan FTP: zero-tariff imports surge 116%, customs efficiency improves

According to a report by China Daily on June 18, 2026, citing data from China Customs, the Hainan Free Trade Port saw a 116% increase in the value of imports under the zero-tariff policy during the first five months of 2026, compared to the same period last year. Customs clearance efficiency also improved significantly, with shorter release times and lower operational costs. These figures highlight the growing adoption of the regime and enhancements in customs management on the island.

Since 2020, Hainan Free Trade Port has operated under a special customs regime, exempting certain goods from tariffs, VAT, and other taxes. China Customs has progressively expanded the list of qualifying goods and streamlined procedures. The surge in zero-tariff imports reflects stronger uptake by operators and the effectiveness of trade facilitation measures.
