According to reports from the US-China Economic and Security Review Commission (USCC), China's Ministry of Commerce (MOFCOM) is understood to have updated its dual-use goods export control list under the Export Control Law (出口管制法, 2020), effective May 5, 2026. The update reportedly adds three new controlled categories: semiconductor manufacturing materials and inputs, drone technology and components, and military-grade telecommunications equipment. Under this framework, any shipment of these goods from China would require a specific export license issued by MOFCOM prior to dispatch. Without a valid license, the General Administration of Customs (GACC) would be authorized to hold or reject the shipment at the export customs gate.
